Abstract

The industrial revolution that took place in the last century produced profound changes in the production process; a few decades were enough to significantly change the population's consumption habits.  It is estimated that Cubatão alone has an environmental debt of more than 2.5 billion reais and it is noteworthy that the Cubatão solvent factory, which caused one of the most violent contaminations by Persistent Organic Pollutants in the world, operated for only 19 years.  The present work, the result of an exhaustive discussion of the “Environmental Economics” discipline at the University of São Paulo, relates the polluter pays principle with that of precaution in the face of a Conduct Adjustment Term in Cubatão.
