Abstract
With the disorderly advance of urban expansion and the accentuated rural exodus, there was a gap between the essential services offered and the demand demanded by society. Competing with the scarce public spaces, urban afforestation mitigates the serious environmental impacts implemented by such expansion and the object of the study was the need to create legal instruments that would protect and discipline the management of the arboreal park in the Municipality of Guarujá. The importance of approving a legal governance instrument, Complementary Arborization Law nº 161/2014, Guarujá, SP, from then on, the Public Manager and the population were empowered to defend and manage the city's Arboreal heritage, based on the most modern afforestation guidelines and standards, aiming to address environmental needs in the face of climate change and adapt to sustainable development standards.
