Abstract
The present study was elaborated focusing on the theme of irregular / predatory fishing and trafficking or domestication of wild animals, especially birds. In the Santos region, the fishing activity, on industrial or artesanal scale, involves socioeconomic factors, being highly relevant the control of stock and management of the sustainability of fishing resources in this region. Another relevant issue for biodiversity conservation in the Santos region, which deserves attention as well as predatory fishing, is bird trafficking and domestication, which is relatively less associated with socioeconomic factors, but which has a relevant effect on the species composition of the region. Federal and State environmental legislation advocates the conservation of the biodiversity of native fauna, essentially limiting actions that endanger or threaten any type of animals, whether terrestrial or aquatic, wild or domestic. The Polícia Militar Ambiental do Estado de São Paulo (Environmental Military Police of the State of São Paulo) is responsible for supervising illegal conduct provided in legislation and environmental regulatory instructions created by the Government. The Secretaria de Infraestrutura e Meio Ambiente (State Public Agency of Infrastructure and Environment) is responsible for managing the administrative processes resulting from the mentioned supervisory actions. For this purpose, it has 14 Regional Technical Centers, created aiming at the decentralization of the environmental inspection actions. Santos region, for example, is served by the Regional Technical Center III (CTRIII). The CTRIII has a large number of records of environmental violations related to wildlife crimes, demonstrating the relevance of the present study to the production of diagnosis of environmental occurrences related to the seizure of animals and the perception of the influence of these illegal behaviors in various environmental aspects, such as the sustainability of fishery resources, the biodiversity of birds, the risk of extinction of native species, among others.
