Abstract
This paper analyzes the granting of licenses for the street vending of processed foods in the municipality of Santos, considering historical, social, and legal aspects. It traces its origins back to the colonial period, its relevance for social inclusion and income generation, as well as the evolution of municipal regulations. It uses a qualitative and documentary approach, based on municipal legislation and academic literature. The results demonstrate that the legislation seeks to balance the organization of urban space with the public interest, the dignity of workers, and social inclusion
