RISK MANAGEMENT AND CONTINGENCY PLANS FOR ENVIRONMENTAL ACCIDENTS AT THE PORT OF SANTOS

Abstract
This study examines risk management and contingency planning for environmental accidents at the Port of Santos, emphasizing their importance for ensuring sustainable and safe port operations. The primary objective is to evaluate the structure and effectiveness of current contingency plans, identify deficiencies, and compare local procedures with international standards. The methodology includes a literature review and document analysis of official contingency plans, relevant legislation, and reports from agencies such as the National Waterway Transportation Agency (ANTAQ), the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA), and the Port Authority. The findings demonstrate that, despite the presence of comprehensive regulatory frameworks, operational challenges persist, particularly in the areas of standardizing training and integrating technological solutions. The study concludes that implementing international best practices and enhancing cooperation among institutions are essential to improve the port's capacity to respond to environmental emergencies
