Abstract
The service sector is the main employer on the coast of the state of São Paulo, in southeastern Brazil, and tourism-related businesses have significant economic and social importance. The economic activity linked to tourism is predominantly made up of micro, small and medium-sized enterprises, as well as informal and self-employed businesses. The government, at the federal, state and municipal levels, has a constitutional duty to promote and encourage tourism as a factor in social and economic development. From this perspective, it can be seen that government action can boost the tourism sector and make tourist destinations more competitive in their markets.
