Abstract
This article aims to analyze the relationship between physical structures and people in the urban context. The Santos Submarine Outfall was chosen as a case study in order to understand some of the processes of use and appropriation of the city, which are carried out by different agents of society. The results obtained indicate that it is essential that projects that propose to intervene in public space are carried out collaboratively, that is, they allow different social groups to participate in the formulation. The contribution of this study is to reveal the importance of collaborative action that incorporates tactics into strategies, recognizing the role of the entire society.
