Abstract
This paper analyzes data published by the Ministry of Health (MS), which show that there were more than seventeen thousand cases of violence against homeless people from 2015 to 2017, as well as data published by the Institute of Applied Economic Research (IPEA), which point to a decrease in the Social Assistance (SA) budget due to Constitutional Amendment 95/2016 (EC 95/2016). Using the deductive method, it was found that these budget cuts hinder the consolidation of welfare policies and aid to the homeless, perpetuating this situation of poverty and contributing to the increase of violence suffered by these citizens, who have the right AS provided for in the Federal Constitution of 1988 (CF / 88).
