Abstract
The Port of Santos, of relevant strategic importance for Brazil and the international political economy, launched in July 2020 its new Development and Zoning Plan – PDZ, which comprises expansion projects and investments. With the formalization of the new polygonal of the Porto, the two instruments expand the operational exploration areas of the port complex. Permeating urban spaces and areas of environmental sensitivity, the PDZ will face challenges, especially in the proposals to create new ventures in sensitive areas of the region's estuarine ecosystem. Based on the analysis of documents and projections related to the PDZ, this study aims to demonstrate the potential environmental impacts of the concession of new areas for port operation, as well as the recommendations made by the plan for environmental mitigation and monitoring.
