Abstract

This study aims to discuss issues related to the management of water resources in the São Paulo State. At the beginning of the 20th century, the Henry Borden Plant (Baixada Santista), made use of the water transposition from the Upper Tietê River Basin (sub-basin of the Pinheiros River) and had negative consequences for the rivers of São Paulo. From the water crisis of the years 2013-2015 in the Metropolitan Region of São Paulo, decision was made to transfer water from Baixada Santista (Itapanhaú River Basin, Bertioga/SP) to the Upper Tietê River Basin, for public supply purposes, even with the expected socio-environmental and economic impacts. Thus, this study intends to emphasize the need for planning and management of water resources with a more comprehensive, integrated, decentralized and participatory vision.
