Abstract
The family has been the basis of society since the dawn of history. Article 226 of the 1988 Federal Constitution of the Federative Republic of Brazil provides that the family is the basis of society and deserves special protection from the State. However, the aforementioned protection inscribed in CRFB/88 must be implemented through public policies. Therefore, the objective is to analyze the treatment given to the LGBTQIA+ population by the Federal Executive Branch and with regard to the attributions of the National Council to Combat Discrimination, which underwent changes in nomenclature, attributions, competencies and structure during the period 2010 to 2023, under the lens of the Advocacy Coalition Framework (ACF). In general terms, this article aims to identify the legislative changes during this period and the behavior of the subsystems in the face of such changes.
