Abstract

The present paper analyzes the need to provide free, indistinct and unconditional internet access to the general population, as it is the only real and assertive way of democratic insertion of the individual into the digital environment, given the systemic, intertwined and growing mechanism of connections essential for the exercise of rights and maintenance of life. In addition, a pecuniary condition treats the relationship unduly as a sign, and triggers a violation of the digital human right by acting as a violator of its enjoyment, fruition and exercise, condemning those who do not have the means to pay for it, to a kind of social-analog isolation for the loss of opportunities and the impossibility of personal development. The implementation by the States of affirmative policies is essential. Using the hypothetical-deductive method anchored in books and bibliographic material obtained from scientific research sites on the Internet.
