Abstract
Federalism in Brazil is characterized by the centralization of power in the Union in many aspects, but also by the decentralization of health policies, after the 1988 Constitution, where it passes on to states and municipalities, responsibilities inherent to their actions and transfers to the power that they receive was checked and effectiveness guidelines. Even today, more than 30 years after the creation of Law nº 8080/1990, there are several social disparities combined with the scarcity of financial resources related to health and the characteristics inherent to fiscal federalism, with a direct influence on public health policies and the difficulty of resource allocation and regionalization related to problems in a given location.
