Long-Term Care Institutions in Brazil and the importance of public subsidies granted by the State

Abstract
Brazilian population aging has created new challenges for public policies, especially regarding long-term care for vulnerable elderly people. Long-Term Care Institutions (LTCIs) play a central role in this context but face structural and financial difficulties that compromise service quality. Based on literature and documentary review, this paper analyzes the importance of public subsidies as a strengthening instrument for LTCIs, presenting national and regional data and discussing the need for greater state support. It concludes that the effectiveness of constitutional protection for the elderly depends on the sustainability of LTCIs, which makes adequate, transparent, and continuous public funding indispensable. Furthermore, its reality requires studies and analyses so that it can effectively become an instrument for guaranteeing rights.
