Municipal Climate Action Plans: A Comparative Analysis Between Santos and International Experiences of Urban Resilience

Abstract
This article aims to comparatively analyze the Climate Action Plan of Santos (PACS) alongside international experiences from cities such as Melbourne, Waterloo, New York, Barcelona, and nine municipalities in the state of Michigan. This research adopted a qualitative methodology, based on a literature review and official documents, considering the following criteria: climate justice, Governance, adaptation/mitigation targets, urban and ecological strategies, and alignment with global agendas. The results indicate that municipalities in various countries, as well as the municipality of Santos/SP, are implementing municipal climate adaptation plans guided by urban resilience and social justice. It is concluded that municipal adaptation through public policies is of significant relevance
