Mínimo existencial, reserva do possível e mapa da desigualdade na saúde pública: desafios para a equidade e a efetivação de direitos

Resumo

This article analyzes the correlation between the existential minimum, the reserve of the possible, and the inequality map of public health in São Paulo, with a focus on access to health as constitutionally guaranteed. The research was developed using the deductive method, based on bibliographic consultation on the topic, including relevant legal doctrine and an analysis of the São Paulo Inequality Map. The results indicate that, although the existential minimum must be ensured, there are limitations arising from the State’s financial capacity. It is concluded that, for a better interface between the existential minimum, the reserve of the possible, and the reduction of inequalities, the implementation of public policies, investments, and actions aimed at promoting equality—such as the regionalization and decentralization of healthcare is necessary.
