A importância da política de mobilidade urbana: aspectos de direitos humanos e desenvolvimento local

Resumo

 Urban mobility is a fundamental condition for the realization of the right to the city and for sustainable development, as it is directly linked to the effectiveness of human rights such as labor, health, and education. This study examines mobility policy in the Metropolitan Region of Baixada Santista (RMBS), with a focus on the Santos–Guarujá waterway crossing, identifying structural, institutional, and social barriers that affect the population. The qualitative research included a technical visit to the Department of Traffic and Transport (DITRAN) of the municipality of Guarujá, a literature review, and regulatory analysis. The findings reveal deficiencies in infrastructure, insufficient human resources, inefficiencies in the implementation of the mobility plan, and limited intermunicipal integration, all of which generate significant socioeconomic and environmental impacts. The study concludes that the formulation of integrated and sustainable public policies is required, policies that promote accessibility, equity, and social participation in order to ensure the effectiveness of human rights.
