However, thinkers and researchers have been addressing this issue for some time now. With the advancement of globalization, technology has become part of everyday life and information reaches us more intensely and frequently through computers. The lack of use of computers in schools can be seen as yet another type of denial of paths to education, self-development and the essential sense of belonging of students to their world, culture, history, society, economic system and political regime that makes them true citizens who are aware of their rights and duties. A literature review on the subject was conducted, and an explanation was prepared emphasizing what ICT is, why it is used as an educational tool and how computers can help in the understanding and practice of Citizenship. Based on the problem of obtaining a cognitive development process that is dynamic and challenging for learners by exploring their multiple skills, what is the role of the teacher in this process, where does their continued training become important and what is the role of the State in this process of teaching-learning innovation?
