Abstract
The Basic Education Development Index (Ideb) was created in 2007 by the National Institute for Educational Studies and Research Anísio Teixeira (Inep). The index is calculated from data on school flow (approval) obtained through the School Census and average performance scores on Inep's assessments: the Basic Education Assessment System (Saeb) and the Brazil Test. The evaluation process is of paramount importance for schools and educational networks; however, it is necessary to perceive evaluation as a resource that allows for monitoring students' progress to advance in learning. The evaluation model still relies on seeking results that support the idea of meritocracy and undermine the evaluation process, transferring responsibility to the municipal education system, which further reinforces and enhances blaming the school and its school community.
