Abstract

This article aims to highlight the defense of the exclusivity of port workers through a brief historical introduction and evolution, in Santos´s Port, until the advent of 8.630/1993 and 12.815/2013 laws linked to the observation of the Agency Órgão Gestor de Mão-de-Obra portuária (OGMO) since its creation to the present, demonstrating the problem and questioning its effectiveness.
