Abstract

The decarbonization of ports is imperative for environmental sustainability and economic competitiveness in the maritime sector. This article examines the Brazilian legislative framework in comparison with international guidelines, highlighting the progress and challenges in implementing policies to reduce greenhouse gas (GHG) emissions. The study identifies the need to strengthen the regulatory framework, implement financial and fiscal incentives, and promote technical capacity as essential measures for transitioning to low-carbon port operations. The analysis also addresses the opportunities and obstacles faced by Brazil, comparing international initiatives and emphasizing the importance of closer alignment with global standards. It concludes that, although Brazil has made progress, the effective decarbonization of ports still depends on coordinated action between the government, the private sector, and civil society.
