Challenges and Perspectives in Cannabis Regulation: A Comparison between the Brazilian and Uruguayan Models

Abstract
The study compares the Brazilian regulatory framework for medicinal Cannabis with Uruguay’s Law No. 19.172/2013, analyzing access, prescription, sanitary control, and state regulation. A qualitative and documental approach was adopted, examining Brazilian norms, CFM and ANVISA resolutions, and Uruguayan legislation. The results indicate greater integration and predictability in the Uruguayan model, whereas the Brazilian framework shows normative fragmentation and reliance on judicial decisions, providing lessons for improving public policies and ensuring safe access to cannabidiol
