Abstract

The veto of a bill, especially in municipalities, is the most effective instrument for preventive constitutional control. The veto may be opposed for reasons of public utility or for reasons of formal or material unconstitutionality. There will be a formal defect, for example, when it is a defect of initiative, which cannot be validated. There will be a material defect when there is a substantive violation of some constitutional principle.
