Abstract
The International Congress on Health Law – as a space for exchange and collaboration; a gathering of knowledge, insights and innovative thinking shared in studies, scientific research, practical, social and professional experiences – discussed the emergence, evolution and facets of health law.
With the presence of researchers (from law and various health-related professions) from Spain, Portugal, Colombia, Chile and Uruguay, who presented facets of the right to health in their respective countries, the social and environmental determinants and dimensions of health were discussed; the formation, implementation, evaluation and challenges of public health policies; the achievements and consequences of the judicialization of health; health regulation; as well as the civil and criminal liability of health professionals and establishments. The International Congress on Health Law, held by the Stricto Sensu Postgraduate Program in Health Law at Santa Cecília University in partnership with the Santos Sub-Section of the Brazilian Bar Association, took place on November 22, 23 and 24, 2018, at Santa Cecília University (link: https://eventos.unisanta.br/cids2018). With the support and involvement of eight stricto sensu postgraduate programs (such as the PPG in Law of the Federal University of Rio Grande do Sul, the PPG in Public Policy of the Mogi das Cruzes University, the PPG in Business Law of UNICURITIBA, the PPG in Law of the University of São Paulo, the PPG in Public Health of the UNB, the PPG in Law of the UFBA, the PPG in Public Health of the University of São Paulo and the PPG in Collective Health of the Federal University of Mato Grosso), four national research centers (such as the Center for Studies and Research in Health Law of the University of São Paulo, the Brazilian Institute for Consumer Defense, the Sergio Arouca National School of Public Health of the Oswaldo Cruz Foundation, the Institute of Advanced Studies of the University of São Paulo) and three foreign research centers (such as the Ibero-American Network of Health Law, the South American Institute of Government in Health of the Union of South American Nations and the Center for Thought in Law The International Congress on Health Law, organized by the Health Council of the National University of Colombia), the São Paulo Medical Association, the Municipal Health Council of Santos, the Health Department of Santos, the Environmental Department of Santos and Cubatão, with the collaboration of seven foreign researchers from five countries (Colombia, Chile, Spain, Portugal, and Uruguay) and twenty-six national researchers from eight states of the federation (Bahia, Distrito Federal, Mato Grosso, Minas Gerais, Paraná, Rio de Janeiro, Rio Grande do Sul, and São Paulo), presented the main discoveries and solutions to the social and legal problems facing health in our country.
The official languages were Portuguese, Spanish, and English.
The complete scientific papers submitted by the congress participants that were previously approved by double-blind review (40 of the 87 submitted) and that were presented and approved during the three days of the event, in their respective working groups, are part of these open-access electronic proceedings.
