Abstract

The social demands are numerous and impossible to be solved at the same time by the state. All these social issues are named: public agenda. The objective of this study is to present the political and social actors, their performance and their influence on the public policy agenda formation and government decisions in the health area. The methodology used is descriptive, with bibliographical research based on scientific articles pertaining to the topic in question. The action that influences the government choices occurs by ideology, interests, and needs of several governmental or non-governmental actors. The state organization, as a proposer, organizer and evaluator of policies can not have an isolated action of those people who constituted the power that is exercised in a legitimate and constitutional way. In the health area, there was a large participation of governmental and social actors in various committees. However, in some municipalities, there are problems with interference and structure. It concludes the need for a constant dialogue between the State and civil society to improve the service rendered and control the management.
