Abstract

Changes in the institutional culture require a detailed planning and the engagement of all stakeholders, specially those on the top of the organization. In implementing a new philosophy of police action is no different. In this context, the article seeks to bring information that allows a change in the organizational culture for the implementation of the Community Police philosophy, a form of police behavior that is becoming priority for the social peace maintenance. To accomplish that, two priority issues will be addressed: leadership and culture change, based on renowned authors in both areas.
