Abstract

 It appears that the issue of Public Health Emergency, caused by the Proliferation of the COVID-19 Pandemic, has presented numerous challenges to be faced, especially in societies that present great disparities and vulnerability of the population in general, as it is the case of Brazil. In this context, this article aims to discuss the vulnerability of a large portion of the Brazilian population, in the scenario of coping with the Pandemic, and how the health system has faced difficulties in the process of containing the disease and mainly in its immunization. For this, exploratory, bibliographic and documentary research on the topic is carried out, so that the collected data are analyzed through deductive and systemic methods. The research resulted in the identification that the formation of a National Consortium of Municipalities, based on a decision of the STF, on the possibility of acquisition of vaccinations by subnational actors, especially States and Municipalities. Finally, the limits of the discussion will be outlined, to define how the Consortium strategy for the acquisition of vaccines between municipalities can collaborate in strengthening strategies to face the pandemic and preserve the health of the population as a whole.
