Abstract

The new legal framework for basic sanitation, established by Federal Law No. 14,026/2020, determined that contracts for the provision of basic sanitation services must provide for a guarantee of 99% of the population's drinking water supply and 90% of the population's sewage collection and treatment by December 31, 2033. In other words, in just over ten years, these universalization goals must be achieved by Brazilian municipalities. In these terms, it is certain that the coming years will bring with them countless discussions and debates about the fulfillment of these goals, especially in Baixada Santista, a region usually affected by the lack of water in peripheral neighborhoods. This work aims, through exploratory research, to identify, based on data from the last ten years, which municipalities, among the four most populous in Baixada Santista (Santos, São Vicente, Praia Grande and Guarujá), showed an evolution in percentages that make it possible to achieve universalization and which need to expand public policies on the subject to achieve the goals of the new legal framework for sanitation.
