The conquest of health as a right: the SUS and the homeless population in Santos Ana Paula Mascaro José, Amélia Cohn

Abstract
The homeless population in Brazil suffers frequent violations of social rights. The municipality of Santos was the second in the State of São Paulo to implement specific federal public policies for the homeless population: adherence to the National Policy for Homeless People, Ciamp-rua, Consultório na Rua and Centro Pop. The Federal Supreme Court is processing the Claim of Non-Compliance with Fundamental Precept No. 976 in response to the frequent violations of fundamental rights of this population throughout Brazil. The action resulted in the Action Plan launched by the Federal Government in December 2023. The Federal Government's plan provides resources in the region of one billion reais to meet targets for building housing, expanding 660 more health teams, improving health care with strategies for preventing and addressing suicide, among others. In health, data from SISAB indicate that there were no psychological care services in the municipality of Santos in 2023 by the Consultório na Rua teams, which reveals the absence of these professionals for this population, an essential service for preventing suicide cases. The objective of the research is to continue the investigation and analyze the new forms of social protection made available to this vulnerable population and whose social demands are not covered by the Federal Government Plan. The research methodology is qualitative, and the data collection and analysis method is bibliographical and documentary, direct and indirect.
