Abstract

Contextualization:United Nations' 2030 Agenda, through its Goal 3, highlights the promotion of health and well-being as one of the fundamental objectives for sustainable development. The Federal Constitution of Brazil, in turn, ensures the protection of health and the environment, granting municipalities the responsibility and legitimacy to create norms and implement actions focused on environmental health. This article demonstrates the necessity of integrating environmental health in the implementation of sustainable development goals, emphasizing the role and responsibility of municipalities in this endeavor. Objetive: Thus, the objective is to emphasize the role of municipalities in executing the Sustainable Development Goal 3, promoting health and well-being through environmental care. Methods: The study adopts a hypothetical-deductive approach, based on bibliographic research, including the analysis of national legislation, public sector guidance manuals, and scientific articles. Results: The study's findings indicate that municipal competence in legislating on health and the environment is crucial for achieving sustainability goals, positioning municipalities as protagonists in environmental and health protection. Conclusion: In conclusion, the study highlights the importance of a transdisciplinary approach and inter-institutional articulation, especially in research on air pollution and the benefits of sanitation for child health.

Author Biographies

Márcio Gonçalves Felipe, Universidade Católica de Santos

PhD student in International Environmental Law at the Catholic University of Santos. He holds a degree in Law from the Catholic University of Santos in 2001. He obtained a Postgraduate Certificate in Civil Procedural Law from Faculdade Anhaguera-Uniderp in 2014. He has a postgraduate degree in Medical Law from CERS in 2023 and obtained a Master's degree in Health Law: Individual and Collective Dimensions from Universidade Santa Cecília in 2022. He completed the Extension Course in Civil Liability and Medicine at PUC-RJ in 2023. He has experience in the area of ​​Civil Law with an emphasis on Civil Liability and Health Law with a focus on Medical-Hospital Law. His research line is the application of compliance, ESG, biolaw and their direct or indirect impacts on individual and collective health.

Raphael Rodrigues Taboada, Universidade Católica de Santos

Lawyer. Graduated in Law from the Catholic University of Santos (UNISANTOS). Specialist in Constitutional Law. Master's degree in Law (with a CAPES scholarship) with a concentration in International Law from the Catholic University of Santos (UNISANTOS). Researcher in the Constitutional, Environmental and International Regimes and Guardianships group.
