Public housing and health policies in Brazil: new challenges Luiz Henrique Milaré de Carvalho

Abstract
Background: This study investigates the fundamental rights to housing and health in light of public policies in the post-COVID-19 pandemic context. Objectives: Given the close correlation between the fundamental rights involved, the research analyzes the development of public policies applied jointly, aiming to meet the commitments made to primary health care since the Declaration of Alma Ata, which took place in 1978. Problem: Thus, the central problem of the investigation is to know whether public policy actions were adopted by Brazil, seeking to address the problem of decent housing and that can translate into minimum health care for the needy population. The main housing programs implemented by the Brazilian State over the decades were studied, until reaching the recent program promoted by Law No. 14,620, of July 13, 2023, resizing the Minha Casa Minha Vida program of popular governments. Method: With data collected in similar studies, there is use in qualitative research, in addition to a study of Brazilian legislation and international documents, with an inductive-deductive method. Results: Points of each program were discussed, and at the end, a proposal for tackling the issue was presented, with possible contributions.
