Abstract
The objective of this study is to demonstrate the role of the National Council for the Rights of Persons with Disabilities as a member of the internal system of guarantees of human rights in Brazil, from which it derives its responsibility to address issues that are of interest to persons with disabilities, defending their rights. This is a literature review, exploratory and descriptive approach, carried out through the survey of bibliographic and documentary material, especially works and articles published in the Google Scholar database and websites of the federal government and international organizations. To this end, it focused on the protection of vulnerable groups as a logical consequence of the effective protection of human rights and the role of the Council in the context of the Brazilian system of guarantees of human rights, specifically addressing the issue of sexual and reproductive rights and the right to inclusion in the workplace of members of this population segment. In the search for the implementation of measures capable of guaranteeing equal opportunities with persons without disabilities, essential for the dignity of the human person, it was concluded that, although it is possible to observe historical advances in the situation of this population segment, there is still a long way to go towards inclusion. It was noted that it is essential for the Council to promote debate on these issues, given that it acts as a defender of the guarantees and human rights of people with disabilities.
