Abstract
The article aims to analyze the effectiveness of the promotion of human rights by the Brazilian State and civil society. To this end, we sought to understand the mechanisms for protecting human rights within the Brazilian legal system, as well as the relationship between the State and human rights in concrete terms and Brazil's commitments to their implementation. The methodology used was qualitative descriptive research, with a bibliographic and documentary survey, such as domestic and international doctrine, domestic and international legislation and case law. The study allowed us to glimpse the obstacles faced by the Government in materializing the guarantees inherent to the dignity of the human person, as well as the role of civil society as an active agent in the protection, promotion and preservation of human rights.
