Decentralization and regionalization of health actions and services and the correlation between SDG, IEG-M and IGM SUS-SP

Abstract
Contextualization: This study analyzes the importance of decentralization and regionalization in the provision of health services within the Brazilian federative context, particularly concerning the Sustainable Development Goals (SDGs), the Municipal Management Effectiveness Index), and the Health Municipal Management Index of São Paulo State’s Unified Health System. Problem: The research problem is to assess whether decentralized and regionalized management in municipalities is effective in ensuring the fulfillment of the fundamental right to health. Objetctives: The objectives include analyzing the impact of the SDGs and municipal management indicators on the implementation of public health policies, highlighting the crucial role of municipalities in this process. The relevance of the study lies in seeking a health management model that helps reduce regional inequalities and improve the quality of services provided. Methods: The methodology adopted was qualitative, based on the inductive method. Data collection was grounded in bibliographic and documentary review through consultation of scientific sources, legislation, and public data provided by the São Paulo State Court of Accounts. Results: The study’s findings revealed that, although municipalities receive funds for health investments, the effectiveness of municipal management is low, as evidenced by the indices, indicating challenges in the implementation of public health policies and their alignment with the SDGs. The discussion addresses the need for municipal autonomy through collaboration among federative entities to ensure public health policies adapted to the local needs of municipalities. Conclusion: It is concluded that, to achieve the effectiveness of the right to health, it is essential to promote decentralization with greater autonomy through federative cooperation tailored to the characteristics and needs of each municipality.
