Abstract

The average global temperature has been increasing gradually for over forty years, increasing the risk of impacts. Method: A descriptive literature review was conducted from 1970 to 2023, with a conceptual and doctrinal survey. Objective: To provoke a critical debate to reflect on the predictability of crises caused by the effects of climate change. Results: Treaties, conventions and laws demonstrate that, although the danger has been recognized, the risk and the increase in risk have been measured and estimated, what has been done and is being done has not proven to be sufficient to curb the risk. Conclusion: The crises addressed were predictable and could be mitigated if efficient measures were taken to prevent, adapt to and even mitigate the effects of climate change.
