ADPF 754 and ADI 6343 an analysis of the competence of federative entities regarding the adequacy of priority vaccination groups

Abstract
This text aims to analyze the competence of entities in adapting priority groups for vaccination during the COVID-19 pandemic. To this end, it initially focused on a study of federalism in Brazil and the emergence of the division of competences, as well as the understanding of the typology of federalism and competences in understanding the limits of each federative entity, considering that health is a fundamental right guaranteed by a cooperative model. Subsequently, a breakdown of the National Policy for Operationalization against COVID-19 was carried out, as well as Direct Action of Unconstitutionality (ADI) 6343 and Claim of Non-Compliance with a Fundamental Precept (ADPF) 754. In this sense, the methodology used was bibliographic research, through documentary analysis, as an example the documents mentioned above.
